Scale Lead Generation with Zero Agency PII Access
Palawan Pawnshop wanted to acquire new leads for its Sangla pawning service through Meta. The potential audience was broad, with a campaign estimate of 35.5 million Filipinos nationwide.
The brand needed a nationwide lead campaign for its Sangla service without exposing customer identities to the agency running the media.
We designed the targeting and lead workflow around strict access boundaries. Palawan controlled the customer list and form responses, while the campaign team worked with hashed audience data and aggregated performance signals.

The Results
Growth Came From Strict Data Boundaries
Proactive data handling and PII encryption
The lead flow followed the same principle. Prospects submitted information through Meta’s lead form, but only Palawan Pawnshop could access the responses in Ads Manager. Propelrr®’s policy prohibited the team from downloading, storing, or subprocessing the information collected through the form.
Robust Business Continuity Plan
Propelrr®’s Data Privacy Officer reviewed the workflow through an information-security checklist. The review tested whether the agency could identify a person, reverse the process, or single out an individual from the data available to the campaign team. These checks turned privacy requirements into operating controls rather than relying on informal handoffs.
The media strategy then used broad jewelry and financial-interest signals alongside Meta’s matched audiences to reach potential pawning customers nationwide. Palawan also reviewed the relevance of its customer list so future audience use remained tied to legitimate campaign needs.
This structure allowed the campaign team to optimize delivery while Palawan handled qualification and customer contact. The result was a scalable lead program with clear access boundaries, 3,894 reported leads, and recognition for privacy-conscious marketing execution. That operating discipline also gave both teams a repeatable model for future campaigns.
Strong lead generation begins with deciding who should never need access to the lead’s identity.
